We went to the DC marriage license bureau and filled out our paperwork. Per this, we didn't need an officiant OR a civil wedding ceremony in DC: http://www.dccourts.gov/internet/public/aud_marriage/marriage.jsf. We said some vows in front of our guests (a couple of close friends and my child). Then we went to dinner.
Things we did in advance:
1) I ordered a dress online for myself and DD. DH just wore a nice suit that he had.
2) We bought rings.
3) We picked a date to tell our friends that we wanted to be in attendance.
4) We made dinner reservations.
5) We got the marriage license.
Realistically, we could've done it in a week.

I would book a photographer and make a reservation at a restaurant I liked, for however many close friends and family I had, for whatever meal I wanted to eat. Then earlier the day of the reservation, I would go to Safeway and buy myself some flowers and go to the courthouse with photographer in tow.

We planned our wedding in 5 weeks and less than 30 people attended. Wedding and reception were held in a park building (it was enclosed so weather wasn't a factor). We had a local catering company supply the food, plates, and linens - they can generally be hired on short notice for such a small job. We bought two normal sized cakes - a carrot cake from a local bakery and an ice cream cake. Again, because they were small jobs, this can be done with little/no notice. I bought a nice cocktail dress off the rack at Nordstrom for my wedding dress. DH got a nice new outfit (not a suit - nice sweater, dress shirt, dress slacks, and new dress shoes). My mother decided a week before the wedding to order flowers from a local part-time florist she found on facebook. DHs best friend got ordained so he could be our officiant. 2 days before the event, we went to the grocery store and purchased all the booze so the beer would have time to chill. My sisters went to the store the day before and bought decorations - candles and whatnot.
Easy breezy, no fuss no muss, and our closest friends and family were there which is all we wanted.

I'd definitely hire a planner, like PP said one who specializes in "pop up weddings."
I'd also prioritize what was most important to me and make sure the planner understood that. Photos, vows, whatever.
