We went to the DC marriage license bureau and filled out our paperwork. Per this, we didn't need an officiant OR a civil wedding ceremony in DC:
http://www.dccourts.gov/internet/public/aud_marriage/marriage.jsf. We said some vows in front of our guests (a couple of close friends and my child). Then we went to dinner.
Things we did in advance:
1) I ordered a dress online for myself and DD. DH just wore a nice suit that he had.
2) We bought rings.
3) We picked a date to tell our friends that we wanted to be in attendance.
4) We made dinner reservations.
5) We got the marriage license.
Realistically, we could've done it in a week.
