Getting rid of? So you are walking around with some sort of cat poisoning? How about making yourself useful and going after the rats instead?
We have never had rats, but would understand that they are not pets, and yes, would kill them. I'd have no problem with an "outdoor cat" (aka the whole neighborhoods responsibility) being dealt with in the same way.
You have never had rats most likely because your neighbor has a cat that keeps the rodents at bay.

Rogue cats? I believe cats have been around a lot longer than humans.
