DC is notoriously bad at paying bills. I just don't get it.

Why is council doing nothing? Vince Gray has aggregated data from major contractors showing in excess of 4.5 million owed to nine agencies. DBH contracts with more than 60 agencies total, most of whom are nonprofit mission driven safety net providers. The system for mental health in DC is rapidly crumbling. Green Door, the city's oldest agency just collapsed due to financial losses. If nothing is done, many more agencies will fail in the next year, leaving thousands of people without access to quality mental health care and substance abuse treatment.
