How about instead of staring at iPad screens for a few hours in the AM, they play. Do kids even know how to do that anymore? Use their imagination? Build, create, color, write stories, read books, etc... Or are you content with screen addicted kids who are "bored" with free play?

The only time our kids play ipad is when they wake up early on weekends so that we can sleep in till 8, so your "app" would defy the entire point of letting have ipad time.

I'm posted above and I get it. I'm a single parent and I have my kid 24/7/365. It sounds like there are 2 parents in your household so alternate sleeping in. If you both want to sleep in, let them play with the iPads until you wake up. They won't self destruct if they play for an hour or two.

I know a way to enforce screen times. Don't give them
their own electronics. If they want to borrow yours set the timer on the iPad clock for 20-30min. This is not rocket science.

We use an egg timer from the dollar store. Set it for half an hour. If the tablet doesn't go off, tablet rights are lost .

Dinnertime +- instead of paying a monthly fee- you can get the premium app for 3.99. You can block apps, set 5 different schedules by day, time or time limit per day.

We used to set the timer on the microwave. Loud beeping meant it was time to stop

How about the low tech version:

Sweetie, turn off the ipod after five more minutes.

Sweetie, its time to turn off the ipod please.

We have kindle fires for our kids and set parental controls for them to shut off at 5:30 to set the table for dinner. Love it!

OurPact. It doesn't differentiate between kids, but from your phone you can authorize a set amount of time and when the times up all third party apps disappear. It's brilliant!

Title says it all. Ideally it would be able to differentiate between kids since mine share an iPad.
