OP, conditioner should only be applied to the ends of hair, not near the scalp/top. So it should have no effect on rate of hair loss at all. How long is you hair? If it is below chin length, apply conditioner to the ends. If you have a short bob or pixie, you don't need it.

I use cheap shampoo and never condition but use Aveda Smooth Infusion before I blow dry or let air dry and that takes care of frizzies.

OP, you need to see a derm to determine what the particular ingredient is that you are allergic to. It's likely not conditioner as a whole, but one of the ingredients. In the meantime, use hair masks, but again, without knowing if you have an allergy to something, it's hard to tell you which one. Anything we recommend here could end up being more harmful than helpful. So please go see a doctor!

Have you been to a dermatologist for your hair loss? I would start there in case it's something else.

NP. That's crazy that there is CC cream for hair AND for face. I have only heard of it for your face.

Have you tried the Giovanni range? I have a very sensitive scalp and did well with their products. No silicone either.

I recently found sauve kids purely fun 3 in 1 and it is amazing on my hair.
So odd, but it works wonders for me and I hate sauve....
I bought as a body wash. It it's great for hair.

I use a little dab of argan or olive oil to smooth the frizzles.

Alternatively, you can coat your hair in olive oil & then shampoo.

I would try going silicone-free with both shampoo and conditioner before you give up on conditioner entirely. Almost every commercial conditioner (and shampoo, for that matter) contains silicone. Finding products without it made a big difference in the condition of my scalp and how much hair I was losing daily.

Some good options:

Biolage Matrix Conditioning Balm (I buy the generic version at Sally's)
Pantene Perfectly Undone
Nature's Gate Aloe & Macadamia

You can google to find more, but that's a start.

Is there a specific ingredient that contributes to the hair loss? I would attempt to ID that ingredient and find an alternative.

Have you tried using something like coconut oil before shampooing?

So I found out the culprit to my hair loss was "CONDITIONER". No matter what brand I use, I lose hair with conditioner. For the past few months, I am only using shampoo and no conditioner. I see significant difference in my hair loss but my hair becomes frizzy.

Now the question is what other options do I have keep my hair manageable and not use conditioner. Anyone experienced the same?
