You'll do best if you can luck into something in Ward 4, but if you can only shop in far NE Ward 5 or Wards 7 and 8, you won't have any options people on this board can recommend, other than driving further into town.
In that case I recommend charters as there are no geographic preferences allowed. Maybe 2 Rivers, LAMB, Inspired Teaching would be driveable from where you could afford.
I would strongly recommend looking in the suburbs.
