Nobody, especially Obama, cared until they could conflate it with Trump's win. By politicizing it, he undermines its seriousness with many Americans. He now appears disingenuous on the topic and that's a shame.
I work in Cybersecurity. The Obama Administration has done quite a lot for Cybersecurity so perhaps you should learn more before repeating right wing propaganda bullsh*t.
Oh, please do share your view of what Obama has done for cybersecurity, and offer your take on why Russia's hacking hasn't been talked about as an issue prior to the last few months until it became a concern as related to the election?
Upon entering office President Obama ordered the Cybersecurity Policy Review. He created the US Cyber Command in 2010 to name just two things off the top of my head.

All the lies; all the crooked schemes; all the classified email.
Seems like cleaning up cyberspace is a worthy goal.
You are conflating several issues in your misguided screeed.
Lies: This are Trump's.
Croked Scheme: Those are Trump's.
Classified Email: Trump and Flynn
Cleaning up Cyberspace: Obama has done a lot, there is constant vigilance and network/software upgrades that have to happen. The caliber of people Trump is appointing to the NSA and other security operations leaves great pause in terms of the future of the US integrity of our system. Particularly given the number of appointees who have been compromised by Russian and other foreign intrusions.
None of this, of course, has anything to to with cyber bullying, but you can look no further than the PResident- Elect's use of twitter for classic examples, from the former Ms Universe, to the Union leader in Indiana to Toyota.
Sad.
