I'm sure someone is going to go off on PP because that's not the eastern shore, but it is good advice, especially if you're coming from the DC area and want to skip the bay bridge. It's got an active boating and fishing community, waterfront that still feels rural and the summer concerts at the college are nice.
OP, what do you want from the waterfront property? Do you want to be in or near a town or be more isolated? Do you want it more for boating or for the views or for hunting? For views, hunting and rural peace and quiet, I'd also have a look at the area around Blackwater wildfowl refuge outside Cambridge. If it's fishing, there are some good prices on waterfront condos in Crisfield because they were built around the run up to the market crash. And it's got a lot of fishing charters and dock space . For beautiful views and plentiful small marinas, I just love Hooper Island- but don't know how vulnerable it'll be to rising sea levels and erosion with that causeway.
