I assume you are being sarcastic, but the sad truth is that a lot of people in depressed areas in flyover country cannot work for federal agencies not because the agencies are in DC, but because they lack the education.
Sticking with the Dept. of Ed to Grand Rapids, Michigan hypo: Not all DC employees would make the move, and those that do wouldn't be enough to swing Michigan, obviously. You'd pick up and lock in more red votes for the boom to the Michigan economy -- especially on the very conservative right side of the state. I'd move other agencies to purple states too e.g. New Hampshire, Wisconsin, Iowa; Pittsburgh, PA.
