But in April yes too cold to swim.
But you might just luck out with a heat wave (which is happening more + more here!) so even though the water is cold, if it is really hot people won't mind.

Pp who was told even July n august were not reliably warm to swim. We are planning a summer trip to LA/SD and looking forward to the beach and pools. Glad it will be warm enough to swim.
