I think it makes sense. Someone can put forth a lot of effort and not quite show mastery of something.

It doesn't make sense for us.

I have a kid (now in fifth) who is AAP level IV qualified but stayed at the base school.

He often gets all 4s in the subsection but ends up with a 3 for the "effort" portion.

By all reports from the teachers he is a conscientious and dilligent student who completes his work, tries hard, contributes in class and listens.

He gets almost all 100s on his work and says many of the subjects are easy.

I can only assume that they are giving him 3s for effort because the classwork comes easy to him ans he doesn't need to struggle to get perfect scores. Who knos? Those report cards make very little sense. By upper elementary (really, starting in 3rd) the schools should be transitioning into a traditional % A B C type grading system.

A kid who earns 100% averages should not receive 3s on his or her report card.

Even when you go to speak with the teacher you find out what she says make very little or no sense at all.

Does this apply to the Life and Citizenship portion as well?

They mean more now than they used to when the grades were "O, G, S, N" and it read, "Math.....S".

If you look at the FCPS writing rubrics a "3" is expected control at the end of the grade. So yes, a "2" could be expected at the beginning of the year.

This might be helpful: https://www.fcps.edu/node/32329

A 2 is not an unusual grade for this point in the school year. Many of my students have 2s, particularly in "Writes with purpose, clarity and expression ".

Don't think of a 2 as a bad grade.

Post 11/16/2016 20:12     Subject: Report card grades for FCPS- explain?

We moved here from out of state this summer and just received Dd's first Fcps report card. I was surprised it was mainly 3s with five 2s. The reason for my surprise is that DD is a grade ahead in both math and reading based on prior testing. If she's advanced and getting only 3s, are the at-grade kids getting 2s? Or are they marking for attitude/effort/discipline? Dd is admittedly very chatty so I can completely see that being a problem.

Meanwhile my neighbor said her DD got almost all 4s and she's at a lower reading level than my DD. (Both same school but different teachers .)

Can someone explain this to me??
