I think it makes sense. Someone can put forth a lot of effort and not quite show mastery of something.

I have a kid (now in fifth) who is AAP level IV qualified but stayed at the base school.
He often gets all 4s in the subsection but ends up with a 3 for the "effort" portion.
By all reports from the teachers he is a conscientious and dilligent student who completes his work, tries hard, contributes in class and listens.
He gets almost all 100s on his work and says many of the subjects are easy.
I can only assume that they are giving him 3s for effort because the classwork comes easy to him ans he doesn't need to struggle to get perfect scores. Who knos? Those report cards make very little sense. By upper elementary (really, starting in 3rd) the schools should be transitioning into a traditional % A B C type grading system.
A kid who earns 100% averages should not receive 3s on his or her report card.
