I can understand the confusion when the article itself conflates the two: "households grossing at least $1 million in assets" ...

Well, they are not directly on the gov payroll. Even if both spouses were senior officers at financial regulatory agencies, they would collectively be at about $500k. In reality, most dual-fed families are in the $200-350k range, assuming both are professionals. A good living, but not the DC one percent by any stretch.
