I would say if you are near the top of a list (any list) you are very interested in, you should find out when their count audit day is and call 2-3 days in advance and say if they have a spot you will accept it now.

Dream on. No incentive for schools to add students after the count freeze. If you have information to the contrary you should publish it in the Washington Post! MySchoolDC and OSSE 'dings' schools for following violating the count day freeze 'rule'. Maybe your school has juice.

Not true. There is a way to add students after the lists are submitted but before the physical count. It is cumbersome but possible. Some schools do it, others don't.
