i think you need to narrow down a bit or give more specificity re: interests.
for example, dh and i went to south africa for under $4k. you could easily do that trip for 2k or 20k.

You could go a lot of places on those budgets. The issues are lodging expectations, and activities.
Really after the airfare everything else is just a trade off.
