If the date is in red, the information for that date will also say "Holiday, all schools and offices closed".
That means, no school for anyone -- kids, teachers, office workers.
If the date is in blue, the information for that date will say what the day is (election day/Spring break/teacher workday etc) and the information will state no school for (students)/(students and teachers)
If the date is just regular, in black, then school is open as usual. They are just letting you know that the day is a special day for some people/religions. (1st day of Ramadan, 2nd quarter report cards released, end of marking period, etc.
Tell your friend to look at the last column on the right for clarification if there is school or not.
