It's just about the $$. The cost of transportation b/w the schools and Fillmore in particular. That's always the justification.
I'm sure the cost of constructing new arts rooms for these schools would cost a lot more than buses. Bus expenses can't be the real reason, considering the neglect that closing Fillmore would cause.

It must be awfully hard on Fillmore employees to have the rug potentially pulled out from underneath them every year. I don't know how they can keep any good teachers.
