A lot of jurisdictions don't have existing laws about panhandling. Then when they try to enact it, ACLU groups fight it. According to local law enforcement it is a situation they battle due to the distraction issue vs what is legally allowed. And there is usually a "pimp" that manages the panhandling

I assume they are drug users. One woman was shoe-less the other day, hence the assumption. Uncomfortable place to be shoeless otherwise.

I'd say they look like someone running their Saturday morning errands or like a college kid running to class. They definitely aren't filthy looking, but I don't want to stereotype the homeless.

I live nearby, so I see these people frequently.

The people frequently rotate standing on this intersection, and they don't ever look like they live on the street.

Anyone ever think these men and women aren't really homeless? Is it possible this is a popular spot for hustlers to get money from people?

I certainly don't mean to be crass or uncaring, but my spidey sense goes off when I see the different people with signs.
