That's great but wouldn't it be even better if we gave these grants to our own citizens so one could be our Secretary of Defense - maybe someone from a poor neighborhood? One thing we should ha w learned by now is giving money and "helping" people does not mean they are our allies. In fact they often use it against us. Why do we have to provide these grants?

We do this to help stem the tide of radicalization. The Middle East is made up of disproportionately young people who are disproportionately unemployed. Stable, employed citizens are less likely to be radicalized.
