Plus, local governments in the DC metro area are deprived of smart, capable, ethical public servants. Thus you get the DC city council, which is filled with the cronies and employees of real estate development companies. Same in Alexandria, Arlington, and other surrounding jurisdictions. In all honesty though, I think he's been off the shortlist for a while.

About the same level of "oops" as Trump soliciting money from British, Austrian, Australian politicians (I don't remember all the countries, but it was more than just those). It's a violation of campaign finance laws, but it was just a mistake. No harm no foul, right?
