There is a new practice loop on the W&OD trail right next to Columbia Pike and Four Mile Run in Arlington. You could probably park at one of the nearby businesses (or at one of the parks & rec bathrooms in Glencarlyn) and walk over.

A school parking lot would be good, too, though many of them still have activities during the summer. Or maybe a church parking lot on a Saturday?

Please do not use a track - bikes are expressly forbidden and it would be extremely disruptive to the runners and walkers who use the track.

We used our elementary school parking lot, but it was so hot and my daughter got frustrated easy. My friend recommended under the bridge at Jones point. We went and tried there (and there were many, many others doing the same). Lots of room, super shady and lots of space.

I highly recommend it. Also, it gave her confidence to see she wasn't the only one learning as well.

30 minutes later - she was off and riding! Good luck OP!

Find a school parking lot and running tracks. If schools in Dc do not have parking lots, I'm sure they have school tracks running area. Most high schools have it. Some Middle schools have them. Some of them have different padding. With little kids, no body say anything.

A bit far but Murch in NWDC has a big blue top where kids ride bikes. Then you can walk over to Comet for pizza after.
