That's a terrible method, and not at ALL a "safe zone" to lose weight. Losing more than 2lbs a week unless you're severely morbidly obese, is not good for you. Plus, your skin will not bounce back as well as with slower weight loss.
I'm 5'2, and weighed close to 190. I cut out eating out, ate all the fruits and vegetables I wanted, plus whole grains, nuts etc, and small treats a few times a week. Never counted calories, but was probably eating close to 1500-1800/day (plus exercise). It took me more than a year to get to 130, but it didn't drain me, and I've kept the weight off. It's sustainable. It's doable. It's not restrictive.
Slow and steady wins the weight loss race.
