The idea is to meet the demand already in existence IB. Also, they are holding off additional OOB students till they see what the demand will be overall.
np. Not sure about that line of thinking. Several years ago, my dc got into PK4 as #30 on the waitlist and we were OOB with sibling preference. It was a last minute call but they had worked their way through the IB families before getting to us. Maybe inbounds demand has increased in the last few years.
