I think it differs, there is no set age mentioned in the Holy Quran or Hadith just when you become mature or an adult and that is different from culture to culture. We started occasional 1/2 day fasts in elementary school and it was fun- we begged to be allowed to fast. Most people begin fasting properly in high school in this area.
