I'd guess that the worst thing that could happen is they'd take you out of Whitman and put you back in your home school. They can't just deny you an education.
The parents could be charged with a crime.

This wouldn't involve a COSA, though--it's an IEP team placement. If the IEP team places your child in LFI and Whitman has the LFI program for your cluster, your child will be assigned to Whitman, no COSA needed, and MCPS will send a bus daily to transport your child. The only time a COSA would be needed in this case was if the assigned LFI program was at Whitman but you wanted, say, LFI at Rockville HS instead for whatever reason.
