No. And as mentioned above, they also expire 1 yr after accrual.
I think the specifics of how they are handled is agency-dependent, though. If you change jobs between agencies, they also don't always transfer. You should always use your comp hours first.

I have had coworkers put in their resignations and then take 2 weeks of comp time off so that they use it.

no, they don't. Comp hours expire a year after you accrue them, too.
