My sil does this all the time - usually it's that she's sending us xmas gifts that fail to arrive - one year they did come in July! I think wait another week

Send a thank you note for the "pre-party" items. By mentioned what you got, she'll know. If she sent more she'll ask why you didn't thank for those things too or if she forgot, this will trigger a memory.

Sorry I missed that. Maybe just send a thank you note that's general "thanks for the birthday stuff" which includes the pipe cleaners, and if she asks that makes sense. But if it's lost it makes sense too.

Is this really that important? People get busy, some people are disorganized. If your kid is upset just buy him a $10 toy somewhere and move on.

3 weeks before my son's birthday, my SIL texts me asking for gift suggestions. I send them.
2 weeks before his birthday, she send a random envelope of pencils, notepads, and pipe-cleaner necklaces (?) saying, "this is for the pre-party!"
Day-of my son's birthday, she sends a text saying, "His gift is for the afterparty! It's still here!"
It's been 3 weeks... I don't want to be rude and put her on the spot by asking about it, but I also don't want to seem ungrateful if she's sent it and its lost in the mail (she keeps score when it comes to people being "ungrateful").
How would you approach?
