Just like the chess club isn't going to make your kid Bobby Fisher, and soccer team isn't going to make your kid Mia or get her a soccer scholorship, the after school program isn't going to make your kid fluent, but it's not a waste of time if the kid enjoys it.
My thoughts as well. Since we can't do the immersion program, the FLES would provide them with exposure to the language and we should supplement that with some weeks of Spanish summer camp programs.
