Depends on what kind of not listening. Ie, will she walk into traffic?

Really depends on the sibling dynamic and personality of the younger kid. I have one kid that would be fine and totally listen to the older sibling. Another that would never listen to the older sibling, and probably would be safer walking by himself (because then he would be a little nervous and attentive to his surroundings, rather than just trying to piss off his older sibling). You have to know your kid.

Currently or for next year? A few months makes a big difference with listening at that age. If we lived that close I would let my 5yo walk with her older brother. I would probably walk with them at first then watch a few times. 1.5 blocks with a crossing guard is very close.

I let my 1st and 3rd walk from school alone. It is about two blocks away. This is in Bethesda.

If she doesn't listen 100% of the time in important situations like this, then no.

We are only 1.5 blocks from the school and one semi busy street to cross but there is a crossing guard there. The 4th grader is pretty responsible but I'm worried about her younger sister because she's so young and doesn't always listen.
