Does this include not allowing in OOB with sibling students above 20 in K? what does "small" class size mean in terms of numbers?

They could decide in the future not to have PK4, but even that only opens up two classrooms.

What do you mean by "crowded?" If the K classes hit a tipping point (27-28?) the principal may open another section of K and then the waitlist might get tapped to fill up that new class that only has 14-16 kids.

The school is already at capacity in the early grades with IB families.

No, there is an increase in IB families attending the school, and also families moving into the boundary in order to attend the school, so I do not think the list will move.
