Penance is an unbiblical concept. Christ paid the penalty for our sins on the cross. If we believe in Him as our savior, there is no penance required. If we don't, no penance is sufficient.
Biblically, fasting is not meant as penance. Jesus fasted, and He, of course, needed no penance. Fasting is meant to draw us away from worldly concerns and focus us spiritually.
Drinking alcohol is not a sin, but getting drunk is. Believers in Christ are freed from these sorts of rules. We are just not to sin, and we do that by the Holy Spirit's help.
