I would start with the partner for sure. Going to the boss should be a last resort.
Well I have tried talking to her, giving her advice. She seems receptive but pretty much does what she thinks is best but it's not helping things. In the meantime clients are going to the boss with complaints. (I know this because they tell me they're going to complain and I've been around when they've gone to complain but the boss doesn't seem to say much to her. They seem to despise her AND our boss so maybe he's too busy relating to her to reprimand her.)
So at this point it's not about going to him to complain. He already knows there are issues! It's more to figure out how I or we can support her.
