I haven't done a bike tour but there are some good walking tours. I like to do the evening ones because it lets you keep touring after things are closed. I LOVE a lot of the museums there, however, if you have a short amount of time you may want to skip some of the art ones so to see more historical landmarks. The London Eye is cool but VERY skipable.
I would see:
Buckingham palace (if it is open)
Westminster Abbey
The Tower of London (try to apply to get tickets for the locking of the city)
Kensington Palace
Harrods
Have Tea someplace
The Victoria and Albert Museum
The Imperial War Museum
Houses of Parliament
The Cabinet War Rooms
The British Musuem
Buy your tickets ahead of time to save time and money!
Also, it sounds cheesy but do a hop on hop off bus tour to get your bearings. It helps.
