Second the rec for J Crew Factory and Old Navy. They both have reasonably price shorts with different inseams. Nordstrom has them, too.

American Eagle - look for "midi" or bermuda styles instead of "shorties", they have a good selection.

Old Navy has some. Also, Ann taylor loft, but they're a lot more expensive.
