My kid went from private to public and no records were initially required. Ultimately we need some records for some grad requirement credits but they certainly weren't required to enroll or start school. We'd lived in MC for 20 years so establishing residency was easy.

I posted earlier about what you need, and you don't need your child's records to start. You need to prove residency, ID, and immunizations, that's it. Who told you it's your responsibility to bring your child's records over before your child can attend school? What school are you moving to?

You're allowed a certain number of unexcused absences a year and it may vary by county. I don't know how they would total up the days in PG + days in MCPS exactly but I don't think a week would make a difference.

Kids transfer in/out our school with PGCPS all the time. Enroll her in the new MCPS school and the secretary can work with you on a start day. For example, if you had enrolled her today or tomorrow, the secretary would probably suggest Monday for her first day. If you know she'll be at PGCPS longer, you can schedule her MCPS start day for the very next day after she leaves PGCPS. There's no direct transfer, but her PGCPS school will send her records over to the new school.

Check out the MCPS requirements for enrollment in advance because you will need to prove residency in the county before she can be enrolled. Depending on the situation, you'll need a lease, shared housing documents, property tax bill, or some other proof that you reside in the county and your child lives there with you. The website has the info.

The logistics of our move (we are blending families AND downsizing AND doing all the moving ourselves) are such that DD will miss almost a week of school.

Will either county care about this? Also, do I have to withdraw her from school in person on her last day?
