Agree with this although I was once stood up as in the guy never showed. It was my first ever date resulting from online dating and I didn't think to exchange numbers with him ahead of time so I could contact him. My roommate let me know after the fact that you always want to get their number and confirm via text the day of so it lessens the chance of them standing you up vs. just not showing.
The latter, where you start chatting with a person and discuss making plans to meet but nothing ever really comes of it, happens all the time. My friends and I call them the pen pal guys (and I'm betting there are girls like that as well) that really just want someone to talk to but never want to meet. Best policy is to schedule a date within a week or two of beginning communication and if they resist, cut ties (and also if you don't want to meet up after two weeks, cut ties) - no point in continuing if no one is actually interested in meeting.
