Black palazzo pants that almost look like a skirt and a nice shirt is perfectly fine and comfy.

Lands end has some really pretty velvet tunic tops--they are really comfy and not fussy feeling like a lot of dresses are. They look really cute with a pair of black leggings. If her issue is that dresses and hose are generally uncomfortable (she's right!), this could work well. My 10 year old with sensory issues loves this outfit.
If her issue is with not wanting to look girlish, this probably won't work, as they are quite feminine. There was a good thread here a couple of months ago about an outfit for a girl to wear to a family wedding, where the girl really did not like feminine clothing...lots of good suggestions on that. A tux style top and black pants was one of them, I think.
