+1. The only time I ever got pulled over for speeding, the cop gave me a failure to obey instead of the speeding ticket. Fewer points and a much cheaper fine. I was very grateful for the break.

The failure to obey a traffic sign means that your DH exceeded the speed limit posted on the sign.
You might appear in court to see if you can get the points reduced, but you will likely still have to pay the fine.
Getting your points reduced will help with the insurance company

How many points does he have on his license currently? You can check your insurance policy to see how your rate is determined and you will see what they have in terms of incidents.
