Something like 40% of charter schools in DC have failed and if you add in the poorly performing charters that number rises.
Remember, charters send the students that are performing poorly back to the public schools. If they couldn't do that their success rate would be even lower. Basically, they're a way to try and break unions, appease voters, and try and save some cash for the governments.
