Pranking a bomb threat is not some silly horsing around, particularly when you then target a vulnerable student (via ethnicity) for the blame. It should have long term consequences.
They (and the school) will have to notify colleges about any suspensions and certainly expulsions.

Honestly, if it hadn't been for the Muslim student part, I would agree. As it stands, I'm not going to shed any tears over their fates.
