Go talk to the business office. Also consider applying for financial aid. Depending on the grad program it may be available. There's no shame in taking fin aid if you are eligible.

I did that for undergrad and it was tough, but has really paid off.

Sometimes you can opt out of some of the fees during summer term, like the activities fee. I know this was true at the state school where I did undergrad. This was in another state and I cannot comment on whether it applies to any local schools.

No. If there are fees of which you can "opt out", that would be stated up front.
