Plucking does not make it come back any thicker or longer. If the hair is coming back thicker or longer, it would have become that way anyway. Plucking is the perfect solution for someone that age. It's cruel to make her go around with a hairy face.

eyebrow and upper lip is coming back the same thickness.
but chin hair has thick long growth at jaw area.

Hair removal does not make hair come back thicker. She's obviously self-conscious about the hair, I'd focus on hygiene (how to clean tweezers, etc), maybe take her to get her eyebrows threaded.

Unless she's OCD about it (like removing all hair) you need to let her have some control.

she does not have much facial hair.
she is just either plucking away small baby hair or eyebrows or near chin area.
when the facial hair is growing back, it is coming back darker and thicker and longer.
Not sure what is causing her to pluck her hair.
