Julian Castro would be a "wasted" nomination. Like I said, the Hispanic vote is pretty much a lock for the Democrats and Castro is certainly not going to help swing Texas.
It depends. If Rubio is on the ticket, there is value.

One of the areas where he's done exceptionally well in his prior life as governor was in using data and technology for tracking, understanding and problem solving. He would be excellent executive support for implementing initiatives, as well as in working through OMB to get agencies better coordinated on data and technology.
