TD Bank has both checking and debit cards.

My kids had Capital One student accounts but switched to Capital One 360 accounts. Easy to set up online. They are called checking accounts, but that really just means a debit card as neither of them has checks. They can use electronic banking if they need to write a physical check. You can set up no overdraft (be sure to do this as I don't think it is automatic).

We use the Bank of America account too with an initial low cap on the credit card (which has been raised over time as DC started helping with errands once driving).
Great way to begin establishing credit rating.

My teen has a student checking account at bank of america. They offer optional overdraft protection, no monthly maintenance fee and there is a Visa/Debit card attached to the account.

He has created an online account, I just use his password/login to monitor his account. We also receive monthly paper statements. On my own account I have added him to my list of transfer accounts so I can easily transfer money into his account when I need to. Through the BoA mobile app it's super easy, just a couple of clicks. Very easy through the desktop site too.

I'd like to get my foster daughter some type of prepaid debit card or student checking account. I'm specifically looking for something that won't allow overdraft and is set up to allow me to monitor activity. Suggestions?
