How is school participation? Can you get enough parents to buy supplies and paint? My kid's school did landscaping earlier this year - some of the supplies were corporate donation, but the majority of the supplies and ALL of the labor was parent volunteers.

Talk to the principal. Maybe get a local contractor or painter to do small improvements for free as charity

Does your school have an active PTA? I would probably start there to garner support? Maybe try to partner with a high school where students need community service hours and have a community clean-up effort of sorts.
