That doesn't sound right. Are you sure they aren't just saying they want to see your most recent performance evaluation from your current job?
The only other thing I can think of is if you are moving from one similar agency to another. I think there are some issues with certain agencies that have similar mandates poaching employees. So if it is a lateral move, they can't offer you a higher step level; they can only offer you the current salary you are getting. So maybe they want you to technically leave the agency, so then those issues don't apply.
That's all just based on some things I've read on forums (not stuff I know for certain).
I still wouldn't go for it. I wouldn't put in notice unless I had a firm written offer and a start date. You never know what could happen.

Never heard of that, but my new agency did contact HR at my current agency to inquire about my 52 and other things.
I did reach out to my HR to give them a heads up though.

That could result in a break in service for you. I can't think of any reason why your new agency essentially should you to quit your current agency before they give you a formal offer. Until you sign the form accepting the offer, you have no guarantee of a position with the new agency.

I'm a current fed looking to move to another fed position but going through a rather unusual hiring process and was wondering if others have experienced this.
New potential employer wants to notify my current HR to release me from their system before I'm given the formal offer. I've only gotten a verbal and negotiated a higher step (also verbally). Is this normal? I need to notify my manager before HR notifies them but feeling a little uneasy about putting in my notice prior to getting a written offer. Anyone else go through this?
