If you like The Snowman by Raymond Briggs, there's also The Snowman and the Snowdog. My 3 yr old grandson loves these, but Frosty is his favourite.
Frosty the Snowman has a couple of sequels that he likes too.

Mine was obsessed with Frosty the Snowman last year. We were still.watching the damn thing in July. Tragically, the DVD broke.

Charlie Brown Christmas. I agree with PPs that you'd need to know your audience. My child was able to handle Rudolph and Frosty at 4, but couldn't at 3.

I would say, not Elf. I wouldn't introduce the idea that some people don't believe in Santa at this age. I like this movie for when kids stop believing but you still want to keep the magic alive.

A Claymation Christmas. It's old, from the 80's. I loved it as a kid. It has great traditional Christmas songs. I agree with A Charlie Brown Christmas too.

Curious George would be good.
NOT Muppet Christmas Carol - seems like a good idea in theory but WAY too scary. (yeah - that was a fun surprise when my cousin showed it last year as a "family movie to kids ranging from 2-15... 12 and up loved it, 10-12 thought scary but good...under 10 all left!)

My daughter is 3.5 and last year she watched the live action Grinch (with Jim Carey) and LOVED it. She's already watched it once this fall.
Elmo's Christmas Countdown is another fun one, lots of music.

I would recommend:
How the Grinch Stole Christmas (the original cartoon)
Charlie Brown Christmas (it moves slowly and has a religious element, however)
Maybe Polar Express?
As a PSA -- I would not recommend the original Rudolph the Rednosed Reindeer for this age. They are really mean to Rudolph (even his parents and Santa) and the snow monster is scary for little ones.

Sorry to suggest it, since he gets so much hate, but Caillou's holiday movie is pretty good. They explore different cultures' holiday traditions, there's a short part about giving toys to others for the holidays, and of course Santa.

Any of the Rankin Base clamation or cartoon shows (Rudolph, Frosty, Santa Claus is Coming to Town, Night Before Christmas, etc)
A Charlie Brown Christmas

We are having a weekend long family gathering for holiday/winter party. many of the kids coming are preschoolers.
What holiday/winter movie or show is appropriate for age 3-4? Both for content and length.
Some people more religious than others so we want a movie/show that is neutral-ish.
