Yes, they collect it for awhile then send you a check (if you are lucky).
when it's time to start paying taxes again, make sure you have the money. They don't usually wake up on time and start collecting it. They'll pay it and then charge you for that and for the upcoming one all at once.
They also keep a lot of extra money in escrow just in case.

Once you get the approval letter send it to the lender and request an escrow analysis.

The lender letter says it collects full escrow (including the amount for DC property tax) for 6 months and ask them again in 6 months (to remove DC tax from escrow). BTW, this was after I supplied the lender the notice from DC that I was entitled to the tax abatement. Just doesn't seem right.
