OP this happened to my DH many times before he landed an offer during his last job search. He's a senior executive with 25+ years of experience, in a very niche industry. At that level the candidate needs to be approved by the whole C Suite. If there is one dissenter or someone who just isn't sure, they just move on to the next candidate....even if HR has given you every indication that you're "the one"!
