On a related note, I saw a feature or read something about Marlene Dietrich (I think)- she had a very small forehead, too, and spent years getting treatments to extend her forehead and get rid of hair.

There's at least an inch of hair growing on her forehead.

How much time could she possibly invest in hair removal? It would take years.

No. Bangs on a short forehead have to be relatively short in length - it's so much harder to manager relatively short bangs.
