I think to do otherwise is disrespectful to the temple, and the importance of the event.
I have been to over 100 Bar Mitzvah's in this area. The only little kids I have seen wearing suits are the kids who are part of the Bnai Mitzvah's family. For anyone under the age of 13, a blazer, shirt tie and khaki's or gray pants are perfectly acceptable. I would do the gray pants of you know the family or synagogue is more formal. Otherwise, khaki's are fine. Regular shoes, no sneakers.
A coat and tie even for those over the age of 13 is fine as well. We have been to many events where my DH wore that as well.
